what does "Here "a London" refers to a particular form of the city London" mean?

I was not able to decode the meaning of this sentence and thus chose an incorrect answer.

Could you please elaborate how B is correct?

I think this question is very similar to one of the OG questions. In a Paris, xxxx. I believe it is an idiomatic way. Usually we would say London is blah blah but in a London where something is difficult, she achieved something -- so you bring out a contrast.

In a city where there is not enough space, she owns a penthouse.
