In order to reduce drug use on campus, State University X has decided to admit only those applicants who could pass a drug test. However, one board member concluded that such a policy would be unfortunate, since it would prevent students who failed the drug test from pursuing a degree in theater from the state's public universities.

The board member concludes that "those who failed drug test will not be able to pursue a degree in theater from any of state's public universities". Here one board member conclusion is the one who fails drug test will not get a degree in theater from state's public universities. It is only possible when there is only one state university or no state university allows such candidate who fails drug tests at University X

Option D says this
Just negate to confirm the answer
on negation one can see option D shatters the conclusion

stuck with A,B, and D.
B is no good b/c B lacks an assumption that connects "privacy rights" with "degree in theater from universities"
A sounds like an opinion, and A also talks about "discriminate". A negation of A will not destroy the conclusion.
D sounds better than A and B, and D is left.

With respect my friend, you shouldn't add extra key words to strength your argument.
I am pointing towards your explanation where you mentioned that "those who failed drug test will not be able to pursue a degree in theater from any of state's public universities". If one observes keenly, he/ she would notice that in the original sentence the wordings 'any of state's public universities' is not present. By adding 'any of' before the state's public university it become easier to draw conclusion that one can obtain degree in theater only from the state's public university whereas this is not the case.
