I picked up 'E' initially which is incorrect - Can anyone share the details how we can eliminate this. Thanks.

why "hitting the state" is a wrong modifier?

(D) To prepare for the prediction of a major earthquake hitting the state, a satellite-based computer network is being built by the California Office of Emergency Services to identify=> passive and prepare for prediction

(E) To prepare for a major earthquake that is predicted to hit the state, the California Office of Emergency Services is building a satellite-based computer network that will identify= not parallel with infinitive form

i dont like this prolem or there is inconsistency in gmat thinking.
there is problem " to keep it from being stolent, charcoal is burried..." you can google to find this problem
in this problem, "to do " is used and is not refered to the subject of main clause. (this sentence is from og 10) . if this sentece is correct, choice d above is also correct.
if gmat thinking changes, gmat dose not accept "to do" not refering to subject, it is clear that d is wrong. because our question here is newer, i think gmat accept the idea in choice d.

so, I see the INCONSISTENCY in gmat thinking here.

(B) to keep it from
(C) to avoid
(D) in order that it would avoid
