Are being in the non-underlined section tell us that the sentence is in the present-tense, so we have to use the same tense for the verb 'to claim'. Hence, it is E

Am I correct?

In response to and Responding I will prefer to choose the Responding .. also, the claimed is in past tense to make it into present use Claim as in option E

Kindly elaborate the source of the questions you've recently posted...this is certainly not a good quality question - leave alone GMAT quality because even the non-underlined portion has a grammatical error --- consider carefully the choice E (which is the declared OA here)
Responding to the recent uprising in downtown Detroit, residents quickly claim that their trust in the mayor and the local government are being undermined by reports of political irresponsibility.

Trust is singular so how can it be "are being undermined" ?

i think "and" as the Stopsign of their trust in the mayor and the local Gov that decided the verb in this clause " are being undermined"

The fatal flaw in this topic lies not only in the underlined part but also in the non-underlined part in all the choices and the flaw is no trivial one. . ‘Their trust … are’ is non-native’s way of an error and can never be that of a company wanting to preach grammar to others.

I picked A, but now I see where I made the mistake...
while responding, the residents claim that X and Y are something.
A cannot be correct because the tense in the non-underlined portion is present continuous in passive voice, so the verb made the claim doesn't fit well here. they made the claim in the past that something is not good now. another thing..i understand the meaning as: when asked, the residents respond - so it is taken as a "fact" and thus needs to be presented in present tense.

A.
B. Responding to the recent uprising in downtown Detroit, residents quickly made the claim about
need that, otherwise we have 2 verbs not properly connected "made" and "are being undermined".

C. When responding to the recent uprising in downtown Detroit, residents quickly make the claim about
same error as in B.

D. As a response to the recent uprising in downtown Detroit, residents quickly made the claim about
same error as in A + same error as in B and C.

E. Responding to the recent uprising in downtown Detroit, residents quickly claim that
looks good. noun modifier+noun+verb+that clause..so all good.

E is the best answer.

it is between A and E.

I know that the verb tenses should match but I am confused over which verbs should have the matching tense.

Can someone please explain as to how to pick between the two?

(A) residents quickly claimed that their trust in the mayor and the local government are being undermined by reports of political irresponsibility.

(E) residents quickly claim that their trust in the mayor and the local government are being undermined by reports of political irresponsibility.

Between A and E, it should be claim (present tense), as 'are' is used. If were used then claimed would be OK.

Hi,

in this part of the sentence, is "are" or "is" correct?

...and the local government are being undermined by reports of political irresponsibility.

Thanks!

I am not aware of claim being a subjunctive word.
Incase it is not then claim and are (sub-verb )doesn't match.

A.
B. Responding to the recent uprising in downtown Detroit, residents quickly made the claim about
C. When responding to the recent uprising in downtown Detroit, residents quickly make the claim about
D. As a response to the recent uprising in downtown Detroit, residents quickly made the claim about

This question uses multiple concepts such as...
1. Subject after comma.(Responding to X, Y) Here Y should be Subject
2. Use of 'that'- We need to connect complete clause so use of that is necessary.( B,C,D are out)
3. Wordy(A is out)
Left with E only
