The fatal flaw in this topic lies not only in the underlined part but also in the non-underlined part in all the choices and the flaw is no trivial one. . ‘Their trust … are’ is non-native’s way of an error and can never be that of a company wanting to preach grammar to others.

I picked A, but now I see where I made the mistake...
while responding, the residents claim that X and Y are something.
A cannot be correct because the tense in the non-underlined portion is present continuous in passive voice, so the verb made the claim doesn't fit well here. they made the claim in the past that something is not good now. another thing..i understand the meaning as: when asked, the residents respond - so it is taken as a "fact" and thus needs to be presented in present tense.

I am not aware of claim being a subjunctive word.
Incase it is not then claim and are (sub-verb )doesn't match.
