tough cut between A and D
B is out because back after revision is redundant
same goes for C
and reversion into.. makes no sence..

between A and D I go for A because: continuing matches raising
yes, I know kinda plump reasoning...

Between A and D, I think A is better.

The first part of the sentence has a form "... verb + noun". So, second part of the sentence would be more logical if it follows the same form.
Hence, "foresee + the raising..." looks more appropriate.

By the way, I ended up picking D first.

I am also undecided between A and D. I would lean towards D though since it is more "simple". Can anyone provide OA?
