A is wrong because of "mostly"
B is wrong because of "of" and "at"
C is wrong because of "the making"
D is correct
E is wrong because "massive subsidies' is compared to "making"

The sentence says subsidies to major transportation systems, how is that logical? Subsidies to would be to a person or entity and subsidies for would be a product
