In Tavernia, many road accidents result from driving on the wrong side of the road. Aiming for safer city roads, the city council has decided to impose heavy fines on such cases of wrongful driving, thereby aiming to reduce the number of fatalities caused by such cases. Though traffic department officials agree that the fines will reduce the related cases of traffic violation and possibly the number of fatalities resulting from them, they still think that the roads would not be much safer than they are now.

Which of the following statements best supports the officials’ stance regarding the effects of the proposed penalty?

A.Most accidents caused by driving on the wrong side of the road are caused by escaped convicts being chased by police.

B. A significant number of road fatalities are a result of the driver driving the vehicle on the wrong side of the road.

C.The traffic department plans to build safer pavements and better night lighting systems on all major roads, utilizing the revenue acquired through the proposed penalties.

How is the answer A .. Totally beyond my reasoning.. can anyone please explain ?

Its because assuming that law abiding citizens and citizens who occasionally break traffic rules will be deterred by increased fines, the only way for traffic accidents to still not reduce significantly could be due to certain section of people who have total disregard for rules and fines. That section as per the answer is escaped convicts being chased by the police

This is a typical strengthen question.
Conclusion: Imposing fines will not make roads much safer than they are now.

Fits perfectly. Because premise says that 'many' road accidents result from driving on wrong side of the road and also states that city council is imposing heavy fine on those who do so, the only way the conclusion could come about is if people who have been breaking the road rules are people who either don't care about the rules and so will continue to break them, or are in no position to obey the road rules and hence will not stop.

This is just a modified form of a premise. Does not add any new information.

This again adds no information that can corroborate the conclusion from the premises.

Even if the new fines don't reduce the hospitalization, they will reduce accidents. That is the main purpose of imposing fines. Minimization of hospitalization and fatalities is the secondary objective as mentioned in the paragraph.

This forms a smaller part of the accident problem in Tavernia and the new fines are not designed for this particular purpose. This is out of scope.
