i went for B. but it's wrong

it=the rate of increase of the minority popylation of the United States
was (in the 1980's) ~ was ( in the 1970's)

i can find examples of "twice as many as" and "twice as much as" in og #156 and #168.

but is it okay to say "twice as fast as"?

and what does "what" mean in choice C?

This is a tricky question. A rate can never be twice as fast as another rate. A rate is a number, it can be twice another number. This eliminates A, B, D. E compares rate with the 1970s leaving C.

Will go with C.

IMO "rate" and "fast" is redundant in this case.

C correctly compares the rate in 1980's and 1970's

"Rate of increase" is a way of measuring how "fast" something is happening so they are synonymous.

my speed is twice as fast as yours ---> Fast and Speed are redundant

my speed is twice yours. CORRECT

similarly compare the difference below -

rate of increase in 1980 was twice that in 1970 - CORRECT

rate of increase in 1980 is twice as fast as the rate of increase in 1970 --- Redundancy - INCORRECT

I have said what I had to say. Here "what" stands in for the piece of information that I had to say.

"What" in (C) is a relative pronoun that restates the "rate of increase."
