Here in this sentence the comparison element is "the rate of increase" not 'rate" and i think "the rate of increase" can be fast n slow [:)]

Think the only reason C is correct is C is precise(mentioned by amod243)

My Ans is 'C'
'B' and 'C' come close to be correct.
However in 'B', 'fast rate of increase' is incorrect. Use of 'fast' here is redundant.

I would vote for B.

In C what & it are redundant since both are replacing the rate of increase.

Faster is redundant here.

rate of increase of - single phrase and we have TWICE which tells that the rate doubled to its last yr's value.

It will be correct if we had something progressive structure like:
...rate was increasing.....faster than....

(C) twice what it was in
(E) two times greater than

1. twice is better than two times.
2. In E, greater than 1970's >>>> what of 1970's?
3. IMO greater than is used when we compare uncountable things, for example -
This amount is greater than that in the box.

Here the subject is Rate .

Choice C completes the sentence.
D is wordy and awkward with the use of that.

the rate of increase can not be ‘fast’. It has to be ‘high’. ABD out. The rate can not be greater than the 1970’s(the years). Hence, C wins.

good question.. try it.

In 1980's should b parallel to 1970's Hence options having in survive.

B is wordy and C conveys the same in a concise manner. IMO C
