Yep I think C too.

A/B - The "rate" already means "how fast/slow", so "rate of increase ....is twice as fastt" INCORRECT
D/E - Incorrectly compare the rate in the 80's with the period 1970's.

Although I'm not sure, but is 1970s correct gramma?

You can say:

The bags (plural s)
The Smith's house ( or the house of the Smiths'; genetive s)
The Smiths' ( since s is already there we need s' to show that Smiths' is plural)

Dictionary.dcom defines both 1980s and 1908's as "decde from 1980 to 1989". So they probably can be used interchangeably.

A and B. The use of "rate" makes "as fast as" redundant.
D and E. Oranges and apples.. "rate" to "period".

good point. imo, they both are used for the same purposes but gramatically 1970's is correct.

I think "two times X" is better than "two times greater"
"two times the value" is better than "two times greater than the value"

how the use of "it" justified in C . I mean what is its antecedent. ..? and why "it" is not ambiguos here ..?
