I will go for C. 'what it was' replaces rate of population increase. as fast as in B looks redundant to me.

B is the best choice here. You need to compare the rate of increase of 1980 to that of 1970's...not rate of increase to 1970's as the sentence incorrectly does.

'Rate" represents a certain number so 'Rate' can't be fast..
