All choices except C are redundant rate of increase was... as fast as???

Here the correct answer is C as it correctly the two different time periods (1980’s & 1970's).

The reason I rejected C was no 'of ' in C. Shouldnt it be "twice of what it was in 1970's '' ?

“Rate” can’t be fast. “Rate” can be high. (The way height can’t be tall)
A, B, and E are incorrect because of the use of “fast/faster” for “rate”
E: “in” is missing after “than”
C: concise and clear. Best choice.
