ans cannot be A,B,C because all have wrong subject-verb agrement,,,, In the last few years, the number of convicted criminals given community service sentences. which allow

dramatically. ..
the number requires has.. D is wordy .. only E remains , however it seems the options part after "that" is missing..

unless option E continues and changes the tense of the word "benefit"

I agree to D since NUMBER needs to go with HAS. If it would have been NUMBERS then HAVE would have been correct.

Viable answers are D and E as A, B, and C have " have[/u] risen dramatically" instead of "has". The number of is singular and a number of is plural.
E has run on sentence so D is correct. What is OA.

the OA is indeed E, but the correct answer choice is different. the correct question and answer choices are as follows.

In the last few years, the no. of convicted criminals given community service sentences, which allow the criminals to remain unconfined while they perform specific jobs benefiting the public, have risen dramatically.
a. sentences, which allow the criminals to remain unconfined while they perform specific jobs benefiting the public, have
b. sentences, performing specific jobs that benefit the public while being allowed to remain unconfined, have
c. sentences, performing specific jobs beneficial to the public while they are allowed to remain unconfined, have
d. sentences which allow them to remain unconfined in their performing of specific jobs beneficial to the public has

I guess the question is incomplete. E has the potential but seems to be incomplete.

Went with D initially because it was the only one with "has," but E is a much better option.

In regards to D, is the use of which without a comma before it always considered incorrect on the gmat?

Initially went with D because of has......but if option E too include this then E is better.

"the number" is always singular.
"which" always requires a comma before it. Except if there is a preposition.

The expression "the number of" is singular. Therefore, we can exclude answers A, B and C.
We are left with D and E. The phrase "in their performing" used in answer D is very awkward.
Answer E is the best option.

The number is always Singular and requires singular verb . A,B,C --- eliminated

Among D and E , in option D which does not comma before it . D ---- eliminated .

Hence E
