are you sure E is complete? I definitely liked E over D , provided E has a 'has'
In D 'which' is without a comma and I doubt if 'which' in D is modifying correctly.
In D , lets assume which is modifying ' community service sentences' but logically is that what allow the criminal to remain unconfined. I doubt..I guess its the whole action of convincting them .

Anyway, I for sure dint like D. Can you please check and confirm E.

A simple search , and I got the question on our forum . as I guessed option E is not written properly.

I think the question is not properly presented. Can you please check the source and whether the question options are correctly printed.
