Given 63% votes are for wining candidate. We have to find number of votes.
Votes for Non-wining candidates = 100-63 = 37%

1) Given total number of people "eligible" to vote. We don't know how many of them actually votes.
So Not Sufficient

2)Given number of votes for non wining candidate

therefore 55,500 is 37% of votes( votes of non wining candidate).
So by this we can find total number of votes.
And by finding 63% of total number of votes we can find votes for wining candidate.

Sufficient.
