There are 10 digits shown to the right of decimal . After every 10 digits the cycle repeats. So the 29th digit to the right of decimal will be 7 .

As we can see that there is a cyclicity of 5 i.e. the sixth digit and the first digit are same(0).
So 29th digit is essentially the 4th digit because 29 = 25 + 4.
