I suppose either of the informations are sufficient to answer the question on their own!

we know slope - so if we get to know either a OR c, we can calculate b! Unless, we have parallel lines.............so we will have multiple a/b/c values!

It is A,

by=-ax-c

y=-(a/b)x-c/b

-(a/b)=2/3 this is the slope

1. Sufficient plug in a b will come up
2. Insuff c nothing to do with equation

Ans: A
