Hence only C & D left
an intention to expend is better than on expanding as an infinitive is required here
Hence D

A,B,E out for pronoun errors, C uses plan on unidiomatic, it should be plan to so what is left is D.

A) their (the new management should be referred by its) most recent press release, the new management stated that they (the intent here is to refer to the new management and should be done by it) plan (need singular plans here) to expand

D) its most recent press release, the new management stated an intention to expand

E) its most recent press release, the new management stated their (its) intention to expand
