I was able to solve this in a somewhat convoluted way:

I set the Total points for 25 tries to be X

so x/25 +3 = (x +140)/26

Solving for X, X = 1550

Old Avg = 1550/25 = 62
New Avg = 62+3 = 65

Step by step solution:

Let Tom's average for the first 25 rounds be x, then the sum of the points will be 25x. After scoring 140 the new sum will be 25x+140 and the new average will be (25x+140)/26, which is given to equal to x+3: (25x+140)/26=x+3 --> x=62 --> x+3=65.
