Hello! Actually, the motivation letter does not necessarily have a fixed format. You can start with 'Dear Admission Committee' or 'Respected Sir/Ma'am'. IT depends on the tone of the letter you want to fabricate. Likewise, I would recommend you to use 'Yours sincerely' rather than 'Best Regards' to give a more formal undertone. However, again, at the end of the day, it depends on you.
Hence, to answer your question, it does seem like a "letter" format is what you have to apply here but that is too flexible. That is what I did with mine. However, you need to make sure it sounds more like a 'Statement of Purpose' than a 'Cover Letter'. It should not be your CV written in sentences but explicitly detailing why you wish to join this program, your long-term and short-term goal, what you wish to get out of the program, how your past experiences will complement the program, and most importantly, what aspects of yours make you a perfect candidate for the institution and the program.
