You're right- answer is B.
Why can't we use "But" here? I thought the usage of but would indicate a contrast between the good and bad effects...

By PoE ... I think the correct answer is B


This is a wrong assumption. Using 'But' is not wrong. The issue lies elsewhere

I guess by now you would have narrowed it down to between b and e.
If not let me explain

In e having seems to modify chemical pollutants. This is wrong. It is not the just the chemical pollutants that have gone virtually unregulated but rather 'introducing some 100,000 dangerous chemical pollutants'. This is what makes e wrong.

I also thought C is the best. But here we need participle due to the at the same time but C uses have introduced..which makes C wrong.

C is wrong because "which" incorrectly modifies "time"

2. Industrialization and modern methods of insect control have introduced chemical pollutants because
3. Chemical pollutants were introduced because Industrialization and modern methods of insect were not regulated

A,E - modifier issue : "having " modifies "pollutants" incorrectly
C - "which " modifies "time"
D - "that" modifies " pollutants" incorrectly
