To me a structure of the sentence has the following logic:

Industrialization and modern methods...have improved the standard of living...while introducing dangerous chemical pollutants...[polutants] have gone unregulated since they (pollutants) were developed...

using 2/3 rule:
While vs. but - While wins. so we can eliminate D&E
In C "which" modifies time
A says that "Industrialization and methods of insects contorol..having gone (sounding awkward at least) unregulated." I think the meaning is distorted.

So B wins.

Going with B on this one.

A & E. Having is very akward.
C. There's no clear referent to they.
D. But introducing - very bad.

Its close between B & D.
I will go with B as 'that' clause in the end modifies pollutants that have gone unregulated.
'that' clause modifies time in D instead of pollutants located in the end of sentence.

while (signals contrast) at the same time (signals 'in conjunction with') ... how's that redundant?

I wouldn't be on the 2/3 rule... i find it unreliable. don't eliminate "but" just because it showed up only 2 times. eliminate the answer choices based on other issues in the sentences.

Here's my take on why A is not suitable:
Consider this part: "..while at the same time they have introduced some 100,000 dangerous chemical pollutants, having gone virtually X.."
the problem with the modifier is that it can be taken to refer 'they have introduced'. If you read the stimulus carefully this ambiguity will become evident.
Remember, verb modifiers do not need to touch the verb that they modify.
In B, the modifier clearly refers to the noun chemical pollutant, which it is actually supposed to modify..

" while at the same time they have introduced" in A they has no clear referent plus ...having... is not a good construction. B is the ans. The elimination of the rest of the choices has already been explained :)

although b seems to be the best choice i feel it is not parallel "improved and introcucing" .....had it been while at the same time they have introduced some 100,000 dangerous chemical pollutants that have..would have been better
