I am just done with my GMAT 710(Q50, V36) and I am looking for some advice on Part-time MBA.

Yet another Indian IT Male.
Experience:
6+ years in Semiconductor design and Electronic Design Automation. Of the 6 years, I spent 2 years working in Sales/Application Consulting. Currently working in Wireless Communications technology for a reputed Semiconductor company
Long Term Goal: Transitioning into Market Research/Product Pricing/Sales for emerging markets especially in Wireless Communication space.
Drawback: I am currently in the worst possible location in US - Northwest (Portland) - and cannot move due to Visa issues.
1. What are my choices? Most of the PT MBA programs For e.g, GSB, Kellogg, Stern.. cater to local students only. Are there any good distance MBA programs that are worth considering?
2. Northwest region seems to have only one decent program - University of Washington - but admssions for this year are closed. Should I wait till next year?
3. Babson Fast-track MBA:
