Why not C?

Integrated into workplace safety training programs, standard regulations for operating heavy machinery protects the company from possible lawsuits.

A) Integrated into workplace safety training programs, standard regulations for operating heavy machinery protects the company
from possible lawsuits.
What are integrated-regulations. So Modifier is correct
But standard regulations require plural verb protect...

B) Standard regulations for operating heavy machinery, which are integrated into workplace safety training programs, protect the
company from possible lawsuits.
CORRECT... No modifier issue and verb error too corrected

C) Protecting the company from possible lawsuits, workplace safety training programs integrate standard regulations for
operating heavy machinery.
What is protecting the company from lawsuits - it is REGULATIONS and not training programs... So modifier issue

D) Integrated into workplace safety training programs, the company is protected from possible lawsuits by standard regulations
for operating heavy machinery.
What is integrated - company? No......so Modifier error

E) The company is protected from possible lawsuits by standard regulations for operating heavy machinery and integrated into
workplace safety training programs
Again by using AND it seems as if company is integrated... Incorrect

B

Hope it helps

Responding to a PM...
Issue of which as a Modifier in B...
B reads :Standard regulations for operating heavy machinery, which are integrated into workplace safety training programs, protect the
company from possible lawsuits.

'Which in most of the occasion would modify the preceding noun before comma...
But it can also modify 'Noun+prepositional phrase' depending on context.
This is the case here and so WHICH correctly refers to ' standard regulations for operating heavy machinery'
..OG too follows this in few examples
