IMO B.
Two completed activities in past event. Moreover "virtually remain unchanged" is correct usage than "remain virtually unchanged".

I did some research...

virtually needs to modify unchanged, not remain...

So correct answer should be E

(E) seems to be the best option.

(C) would've been best had it contained "remained" instead of "remain". In (E), I don't like the use of "have" in the second phrase, as its not parallel, but it still sounds slightly better than the others.

virtually remained unchanged is better use. Present perfect continous is good here to show the contunity of change. Whats the OA?
