How do we define an intersection between a circle and a line?

Is a tangent to a circle considered as an intersection between a circle and a line ?

Yes, a tangent should be considered as intersecting a circle because the line and the circle intersect at a point. This is similar to two lines intersecting at a point. Thus a line passing through a circle will actually intersect it at 2 points and the line tangent to it will intersect it at 1 point. Both are cases of a line intersecting a circle.
