OA in a while

The OA is C , i have confirmed , this is a question from LSAT set1 .

the question is clear enough ,
the conclusion is a cause and effect relationship i.e cause X-> effect Y.
but negating option C implies an alternate cause Z -> effect Y .

More strict policies + an increase of 50% in the reports: the companies says more about problems
