1. 1970-1974.
Ratio is just another way of saying percentage. During 1970-1974, the ratio of Energy Consumption per GDP grew/stagnated at the same rate as the GDP.

2. E - cannot be determined.
The question stem is asking us about energy expenditures but we only have data about consumption. Even if we assume that expenditures is proportional to consumption then we see two drops in energy consumption four years after: a)1977 and b)1980.

What is the OA?
