When i see a mod question, i automatically think of pos and neg numbers. Assume N=1 and W=-1. You can see that we need both the reach a conclusion-> Both are positive numbers.

Value of N is equal to value of W?

St-1 N=lWl, means N have positive value, no info about W--insuffcient
St-2 W=lNl, means W have positive value, no info abot N--insufficient
Combine- N and W both positive and equal- Sufficient
C is answer

Statement 1 : N = +ve but W can be +ve or -ve.
Insufficient
Statement 2 : W= +ve but N can be +ve or -ve
Insufficient

Hence both statement are required to answer the question
