IMO E ,

statement 1

for P and Q positive say 3 and 2 , then P>|Q|

but for P = 1 and Q = -2

P>|Q| does not hold true

insufficient

statement 2

same reason as above,

for P and Q positive , P>|Q| holds true

but for P positive and Q nehative, P>|Q| does not hold true

insufficient

Even if we xombine these together,

P>|Q| will still fail for P positive and Q negative values

Hence IMO E ,
