I got it right, but can you (or any GMAT Club expert) please verify my understanding of the concept?

1. x will be 3.254 rounded to thousandth place if the decimal looked like this 3.2541 or 2 or 3 or 4.
Similarly, x = 3.253 rounded to thousandth place will be 3.254 if the decimal looked like 3.2545 or 6 or 7 or 8.

In both cases x= 3.253 or 3.254 is > 3.25. Therefore, A is correct.

2. Check for x being rounded to the hundredth decimal place. With the same logic as above
x either = 3.24 (for 3.241 / 2 / 3 /4) or 3.25 (for 3.245 / 6 /7 /8 /9) which is either = or < 3.25.
