One does not need idiom knowledge in this one.
If you are stuck between B and C note B uses annual cost.....per year. Redundant.

yeah its more of a redundancy thing
I was confused between greater and more.
But greater homeowners is weird
the 50% made things a little bit confusing though

Brotip- greater than is generally used to compare a number (implied number) with another. X is greater than y. Quant gives you some verbal answers too

Can someone please explain by greater than is wrong and more than is correct?

As per my understanding, Greater/Fewer than is used for all countable things and More/Less than is used for non-countable things. Here home owners are clearly countable. Please help me understand this.

Let’s try and see whether more than or greater than makes better sense.

the annual cost of water and utilities to greater than 50 percent of the homeowners in Santa Rosa is at least 148 dollars per capita
Clearly more than is better because homeowners is countable. Greater than 50% of homeowners is very weird.
