This is not a good question and frankly one that I don't think you will see on the GMAT.

First, a superficial reason for my thinking is that 'since' is used to introduce a premise/explanation. In the sentence below, the conclusion is 'some governmental control is needed'. That conclusion is supposed by the premise 'since tv is so important politically and culturally'.

Some governmental control is needed, since television is so important politically and culturally.

D suggests nonsensically that a conclusion is supporting a conclusion. Of course, in writing, that is certainly possible, but not in this particular passage.

Totally agree. The claim mentioned in the question stem is definitely a premise and not an intermediate conclusion.

Which one of the following most accurately expresses the role played in the argument by the claim that television is so important politically and culturally?

(A) It states a view that the argument as a whole is designed to discredit.

This is a method question - what role is played by "television is so important politically and culturally"

Premises:

It is a major source of commercial entertainment.
It plays an important political role because it is the primary medium through which many voters obtain information about current affairs.
It is a significant cultural force in that in the average home it is on for more than five hours a day.

Intermediate Conclusion: television is very important politically and culturally

Main Conclusion: Some governmental control is needed

To support the main conclusion, the author uses the intermediate conclusion and to support the intermediate conclusion, the author uses the given premises. Don't get confused by the indicative 'since'. It is used to show support to a conclusion. An intermediate conclusion provides support to the conclusion and hence used 'since' here. Nothing wrong there. Use reasoning based on context in each argument.

(D) It is an intermediate conclusion that is offered in support of the claim that some governmental control of television is needed and for which the claim that the television is on for more than five hours a day in the average home is offered as partial support.

Hence option (D) makes complete sense. All other options are incorrect.

(A) It states a view that the argument as a whole is designed to discredit.

Nope. The argument supports this view.

(B) It is an intermediate conclusion that is offered in support of the claim that a television set should be thought of as nothing more than “a toaster with pictures” and for which the claim that we can let market forces determine what is seen on television is offered as support.

It does not support "television set should be thought of as nothing more than a toaster with pictures." It discredits it.

(C) It is a premise that is offered in support of the claim that we let market forces determine the design of kitchen appliances.

There is nothing that is offered in support of "we let market forces determine the design of kitchen appliances." Also "we let market forces determine the design of kitchen appliances" is not a claim (conclusion) but a premise.


(E) It is a premise that is offered in support of the claim that television is the primary medium through which many voters obtain information about current affairs.

The relation is reverse. "Television is very important politically and culturally" does not support "television is the primary medium through which many voters obtain information about current affairs". But actually "television is the primary medium through which many voters obtain information about current affairs" supports "television is very important politically and culturally".
