IMO D.

A. in coming years employers will provide greater incentives than never before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were - negation is used i.e never is used instead of ever, which is preferred.

B. greater incentives than ever before will be provided in coming years for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they were - This is in passive voice

C. employers will provide greater incentives than before in coming years to employees who commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they had - changes the meaning.

D. in coming years employers will provide greater incentives than ever before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were

E. in comparison with previous years, in coming years employers will provide greater incentives for employees to commute to work on public transport as car owners are likely to spend an average of 20 minutes more daily in traffic than they had spent - comparative degree should be followed by than.

passive voice is used when we want to emphasize the action not the agent making actions. in this context, agent making action, the employer is in focus. so, we have to use active voice

My view, please respond if I am wrong somewhere.)


A. in coming years employers will provide greater incentives than never before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were - never before sounds bad and is not idiomatic I think

B. greater incentives than ever before will be provided in coming years for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they were - meaning, who provides initiatives is missing

C. employers will provide greater incentives than before in coming years to employees who commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they had - also meaning, initiatives are not for those who already commute, but to stimulate all employees to commute. Also perhaps greater - than issue, as greater than before sounds not complete

D. in coming years employers will provide greater incentives than ever before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were - OK, not perfect for ear, especially "re likely to be spending" and Past Simple "than they were". But this one is better than others

E. in comparison with previous years, in coming years employers will provide greater incentives for employees to commute to work on public transport as car owners are likely to spend an average of 20 minutes more daily in traffic than they had spent - Past perfect "than they had spent" is not correct. Also "in comparison" changes meaning

C. employers will provide greater incentives than before in coming years to employees who commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they had

D. in coming years employers will provide greater incentives than ever before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were --> corrects "never before" to "ever before"

E. in comparison with previous years, in coming years employers will provide greater incentives for employees to commute to work on public transport as car owners are likely to spend an average of 20 minutes more daily in traffic than they had spent
