if we rewrite the s/c then it will of something like this
It is as difficult to prevent crimes against property as difficult to prevent crimes against a person

now if we insert a correct pronoun then the s/c will be of form

It is as difficult to prevent crimes against property as it is to prevent those against a person

hence E

I will go with (B)
"those" Pronoun refers to "Prevent crimes" . So (C) and (E) dropped
(D) - ing improper ...dropped
(A) - THOSE THAT....dropped

If we choose B then it means 'those' refers to 'difficult', which sounds incorrect.

A and B are wrong due to unclear comparison. C modifies the meaning. D is not parallel.

I thought that the idiom being used here is "as X as to Y" and tried evaluating the question on the similar lines . I guess i need more explanation for this one.

I chose E after some concern about the wordiness. The other choices lacked parallel structure, so I narrowed down to E.

"those" refers to crimes
"it" refers to "it is difficult"
