IMO the answer should be C.
Can someone please explain why B is the right answer and not C?

my 2 cents:
I feel having been -ed construction shows that event already happened. Hence, the usage of earlier seems to be redundant.

The answer is (B).
Choice (A) is incorrect. It’s always means it is, and it is in this sentence makes no sense.
Choice (B) is the correct answer. The possessive form, its, is preferred with the participial
phrase, having been.
Choice (C) unnecessarily changes the wording of the sentence.
Choice (D) adds an apostrophe after the “s” in its and thus creates a nonword.
Choice (E) also tries to change the wording for no purpose.

Is this question legit?
For me It having been announced in the morning, the news was no surprise, makes more sense than
Its having been announced in the morning, the news was no surprise.

Can anyone explain this a little more.

A. It is .....what is it is not clear.
B. seems correct.
C. in the morning is missing. Changes the context of original sentence
D. in the morning is missing. Changes the context of original sentence
E. that morning is ambiguous.
