What kind of a sentence it this. How many times do you inagurate? I am missing something here.

Any ways C sounds contunuous to me.

A and C convey the same meanting and both seem to be correct, ecpect for the fact that C is too wordy.

My voite is for A.

Ignoring the phrase inbetween the commas, the sentence would now read...

A. It was at the first inauguration of James Madison, that someone had the idea of an official inauguration ball.
C. It was not until the first inauguration of James Madison, that someone had the idea of an official inauguration ball.

Reading them now, A sounds better.

C, my answer. Until ...that (IDIOM). C suggests that this was the first (not until this) incident that struck the idea of official inaugurations.

A says, First inauguration of James Ma., how many inauguration is it gonna take (agree with Bhai )
