D is just unidiomatic. you would never use "with that" in this context.

Please guys could you elaborate how we eliminate option E.

where - is a relative pronoun, used for place. It seems where is pointing to bank. I am messing the things up. Please
any one could explain.

Especially hanumayamma , please could you explain a bit you elimination process for E.

Hi huntgmat,

I have applied following rules to eliminate E
1. Preposition is always a better candidate to show how words are related each other in a sentence. Moreover, Prepositions also used to show how something is situated in relationship to something else.

In our example, “the bank with which I have had a savings account for twenty years” shows a long relation, now consider later portion: “could not open a checking account for me because I did not have proper identification” shows a relation that surprises the author.

2. Non-essential clause:
Moreover, If you take E, it introduces where dependent clause and also even if you remove the sentence with “where”, the sentence is also Ok. That is, “where” sentence introducing a non-essential clause. But we require an essential clause that introduces the bank where the author has had a savings account for 20 years.

E - It was extremely discouraging to learn that the bank, where I have had a savings account for over twenty years, could not open a checking account for me because I did not have proper identification.

With where removed:

It was extremely discouraging to learn that the bank could not open a checking account for me because I did not have proper identification.

In fact a great explaination indeed.
Its really simple to see after your explanation that only B fits to have essential clause.
