E-gmat in this question shouldn't we use "granting" instead of "to grant" as their is no intention or purpose of saudi authorities. Instead it was loss of revenue that led to grant concession.

"Lead somebody to do something" is the correct idiomatic usage - "lead somebody doing something" is incorrect. Here the rule that intention requires infinite does not apply.
