The answer is E.

The modifier- whose hair should modify the woman and not the bench/park.

C has used women and that subtle difference should be noticed.

John first fell in love when he saw a woman sitting on a bench in the park, whose long hair shimmered in the sun.

A. woman sitting on a bench in the park, whose long hair shimmered in the sun; modifier error - whose seems to be modifying the park

B. woman sitting in the park on a bench, whose long hair shimmered in the sun; park on the bench does not brings out the correct meaning

C. women, whose long hair shimmered in the sun, sitting on a bench in the park; John saw a woman, singular would be preferable

D. woman sitting on a bench in the park, whose hair shimmered in the sun; similar to option A. there is slight change in description from long hair to hair

E. woman, whose long hair shimmered in the sun, sitting on a bench in the park; correct choice

The modifier needs to be placed Next to woman.
Eliminate ABD for wrong placement.
C says a Women (Plural) so wrong.
Leaves us with correct construction E

C. women, whose long hair shimmered in the sun, sitting on a bench in the park
D. woman sitting on a bench in the park, whose hair shimmered in the sun
E. woman, whose long hair shimmered in the sun, sitting on a bench in the park

notes: womAN is singular, womEN is plural, we need the former; preferably, she is sitting "on a bench", not in the park on a bench; the relative pronoun modifies the preceding noun/noun-phrase, thus, it must be close as possible to "woman".

Problem with the original sentence: relative clause "whose long hair shimmered in the sun" is intended to modify the noun woman. However, it follows the noun park.

A Wrong
B Wrong: The caluse now modify bench
C Wrong: Plural Women
D Wrong: Same error as in A and adjective "long" is missing
E Correct

This is quite a challenging question:
How to put each modifier in order to create a correct sentence
sitting must modify women and not the whole sentence and whose must stay near the object its modifying.

we can put women whose ---, sitting
E is the correct answer ( C says something about women not woman)

OFFICIAL EXPLANATION

John first fell in love when he saw a woman sitting on a bench in the park, whose long hair shimmered in the sun.

A. woman sitting on a bench in the park, whose long hair shimmered in the sun

This answer choice is grammatically incorrect and illogical. The relative clause whose long hair shimmered in the sun is intended to modify the noun woman. However, it follows the noun park.

What helps us identify this question as a Relative Clause question as well as identify the mistake is the following Stop Sign: whose, which, that, whose, whom

B. woman sitting in the park on a bench, whose long hair shimmered in the sun

This answer choice repeats the original mistake.

This answer choice is grammtically incorrect and illogical. The relative clause whose long hair shimmered in the sun is intended to modify the noun woman. However, it follows the noun bench.

What helps us identify this question as a Relative Clause question as well as identify the mistake is the following Stop Sign: whose, which, that, whose, whom

C. women, whose long hair shimmered in the sun, sitting on a bench in the park

While this answer choice corrects the original Relative Clause mistake, it does not fit into the original sentence. Replacing the singular count noun woman with the plural noun women creates a Parts of Speech mistake because the article a (right before the underlined part) must be followed by a singular count noun. A women is grammatically incorrect.

D. woman sitting on a bench in the park, whose hair shimmered in the sun

This answer choice repeats the original mistake.

In addition, the omission of the word long changes the meaning of the original sentence.

E. woman, whose long hair shimmered in the sun, sitting on a bench in the park[/quote]
