(A) we need "can be" not "can" ---> A is out

(C) "could" is wrong we need passive as in A ---> out

(D) changing the meaning of the sentence

(E) no chance

A lacks of "be" after the second "," --> out
C lacks of "be" after "could" --> out
D what "promote" is the "conditions", not John smith--> out
E "which" modifies "the conditions" , not "a gynecologist" --> out

B is fine.

we need to remove the 'and' before 'notes' to avoid lumping the two action as one --> A, C are out

E --> 'they' has no clear precedent

D --> plain awkward

B is the best.
