The OA here is B. But how come this option has 2 past perfects??? Is this normal? The reason I didn't consider this option was that it had 2 past perfects. What does it mean when you use 2 past perfects? how can you know which one happened before the other?

both actions occurred in the past but, necessarily, before fortifying he must have occupied London.

Even without getting into tenses, 'Just because' is unidiomatic. So A, C, E are out. D has pronoun reference error ('it'). So, B stands.
