After removing modifier,
Wrong use of preposition and wrong placement of prepositional phrase "At only nineteen years old". Use of Comma before WHILE leads to a Run-on sentence. DECLARED WAS is idiomatically incorrect. There are other errors as well in this option. Hence Incorrect.

B. when she was only nineteen, Katherine Mansfield, a contemporary of James Joyce, published In a German Pension, a collection of short stories that her editor and future husband, Jonathan Middleton Murray, declared
CORRECT

C. when she was only nineteen, Katherine Mansfield was a contemporary of James Joyce and published In a German Pension, a collection of short stories that her editor and future husband, Jonathan Middleton Murray, declared
Use of AND changes the original intent since Katherine didn't do anything on her to be a contemporary of James Joyce. Hence Incorrect.

D. Katherine Mansfield, a contemporary of James Joyce, published In a German Pension, when she was only nineteen, a collection of short stories and a work that her editor and future husband, Jonathan Middleton Murray, declared
Wrong placement of prepositional phrase "when she was only nineteen". Use of AND changes the original intent since the option now conveys that Kathering did two things. Firstly, she published a collection of short stories; secondly, she created sth else that was appreciated by her husband. Hence Incorrect.

E. James Joyce's contemporary Katherine Mansfield published In a German Pension, when she was only nineteen, a collection of short stories that her editor and future husband, Jonathan Middleton Murray, declared was

B seems to be best choice

Modifiers are correctly mentioned
Modifier about book is also correct.
Also usage of declare XY

Other choices lack these things

Isn't there a grammar mistake in the sentence? Shouldn't it be "[...] a collection of short stories that her editor and future husband, Jonathan Middleton Murray, declared a remarkable book to have been written at so young an age" instead of "to have written"? After all, the stories were written, not wrote?
