Stat 1: Total bill on taxes = 7/10(groceries) => we don't have information about groceries..Insufficient.

Stat 2: 4/10(6000) = Tax + grocery => T+G = 2400...Insufficient...we don't know G value

Both : T = 7/10(G)

Then 2400 = 7/10(G) + G => we get G value and sub this value in the above equation to get T.

IMO opiton C.

Let's take option A =>

Taxes = 70% of Groceries. We don't know how much Bill spent on groceries.
Not sufficient.

Let's take option B =>

Taxes + Groceries = 40 % of $6000
Taxes + Groceries = $2400
Not sufficient.

Taking them both.
Two equations. Two unknowns.
Sufficient.
