B. awarded $1 million for professors involved in digital humanities research, and last year the National Endowment for the Humanities spent $2 million for - the preposition "for" does not go with "spent"
C. had awarded $1 million to professors involved with digital humanities research, and last year the National Endowment for the Humanities spent $2 million on - use of past perfect tense is wrong because there is no progression between the two events
D. awarded $1 million to professors involved with digital humanities research, but last year the National Endowment for the Humanities spent $2 million for - the conjunction "but" is wrong because there is no contrast between the two events, also the preposition "for" is wrong

B. awarded $1 million for professors involved in digital humanities research, and last year the National Endowment for the Humanities spent $2 million for
C. had awarded $1 million to professors involved with digital humanities research, and last year the National Endowment for the Humanities spent $2 million on
D. awarded $1 million to professors involved with digital humanities research, but last year the National Endowment for the Humanities spent $2 million for
E. awarded $1 million to professors involved with digital humanities research, whereas last year the National Endowment for the Humanities was spending $2 million on

This sentence talks about two independent things so D and E are eliminated. In C past perfect is wrong => Eliminated. In between A and B , awarded to is the correct idiom => A wins.

D. awarded $1 million to professors involved with digital humanities research, but last year the National Endowment for the Humanities spent $2 million for : Wrong for the same reason as that for B.

Involved with vs Involved in

Both are correct. Where to use which one depends.
Take this example :

1) Jane is involved in a relationship, with Ron.
or
2) Jane is involved with Ron, in a relationship.

Applying the same rule here,

1) Last year Google awarded professors involved in digital humanities research with 1 million dollars

2) Last year Google awarded 1 million dollars to professors involved with digital humanities research.

Both are correct.
