Leachate is a solution, frequently highly contaminated, that develops when water permeates a landfill site. If and only if the landfill’s capacity to hold liquids is exceeded does the leachate escape into the environment, generally in unpredictable quantities. A method must be found for disposing of leachate. Most landfill leachate is sent directly to sewage treatment plants, but not all sewage plants are capable of handling the highly contaminated water.

Should be E. This paraphrases the sentence from the premise. " If and only if the landfill’s capacity to
hold liquids is exceeded does the leachate escape into the environment"

D is not 100% correct.

(D) Some landfill leachate is sent to sewage treatment plants that are incapable of handling it.

From the premise:
Most landfill leachate is sent directly to sewage treatment plants, but not all sewage plants are capable of handling the highly contaminated water.

Suppose there are 3 sewage treatment plants A, B and C. Of these plants A is fully capable of handling highly contaminated water, but B and C are uncapable.
If all of landfill leachate is sent to plant A and none to B or C, then the stated inference D cannot be valid.
