Leaders of a rebel group fighting for democracy against the puppet government in Brokel-controlled Tolnya, which supplies oil to Brokelland, are debating other strategies to pressure Tolnya to accept the rebels’ democratic demands. The primary tactic the rebel leaders are considering is to provoke a mass work strike on the farms of Eustacia, which supply food to Brokelland and are controlled by Brokelland.

The answer to which of the following questions is LEAST relevant to the rebel leaders’ consideration of whether a strike in Eustacia will lead to acceptance of democracy for Tolnya?

A. Would work losses in Eustacia seriously affect Brokelland?
B. Can Eustacians easily buy food elsewhere?
C. Have other rebel groups won democratic reforms like the ones desired by Tolnya’s rebels?
D. Have other rebel groups achieved their aims through similar strategies?
E. Do other dictatorships that control oil-rich republics also control agricultural republics?

I've easily eliminated A,C,D but with B and E I couldn't decide. What was the basis to choose E over B?

B is relevant because if country can’t access to food
will has effect on controlling country
E is irrelevant because other countries relationship wouldn’t be helpful to evaluate the argument
