There isn't a blanket "yes" or "no" answer to this kind of situation, as it really varies by individual circumstance and the nature of the condition.
If you're talking about something like dyslexia or ADD, then it probably won't cause any controversy or put an adcom in an awkward situation of having to make a judgment on you based on a pre-existing condition (too much healthcare talk these days starts to seep into my language haha)
If you have a history of psychiatric or mental illness (bipolar, clinical depression, etc) then it's a touchier subject because while an adcom isn't supposed to discriminate against you for it, they probably will (and will find some other excuse to ding you). Of course, the school will know your medical history once you've enrolled (if you sign up for student health insurance) but by then you're a student, not an applicant.
