Extremely simple level question. :)

Argument says University has increased its commitment. Premise used: They have increased spending.

Pre Thinked Assumption: Ohh, If I spend more, I am committed to it. Crap. :P

This is what option E is saying. Hence, correct.

A. Competing schools will not increase their biology program budgets. --> OFS.

B. the number of students enrolled in the undergraduate biology program has decreased in the last few years. --> Irrelevant.

C. No other program at the university has received a greater increase in its funding. --> I don't care.

D. Increased income from student tuition more than offsets the increased costs of the of the program. --> Irrelevant.

E. The heavy spending reflects the university's commitment to the program.

we need to find link between funding and commitment ..
E does that ...hence E is the assumption..
