is completely different ;)

(B) Officials in Kern County claim findings of the remains of a complete dinosaur, like the one reportedly found in Monterey County, which, like Kern County, is a county in California packed with dinosaur museums and exhibits. Correct modifier and parallelism

(C) Officials in Kern County claim findings of the remains of a complete dinosaur similar to Monterey County’s, which, like Kern County, is a county in California packed with dinosaur museums and exhibits. Possessive Monterey county’s cannot be paralell with kern county.

(D) Like the one reportedly found in Monterey County, officials of Kern County, also a county in California packed with dinosaur museums and exhibits, claim findings of the remains of a complete dinosaur. Modifier error .

(E) Like the one reportedly found in Monterey County, officials of Kern County, also a county in California packed with dinosaur museums and exhibits, claim findings of the remains of a complete dinosaur. Modifier error .

Note that the first phrase until the comma is a long modifier that should describe what is right next to the Comma. A, D and E, start with that, the phrase describe the remains of the dinosaur, but right after the comma says officials in kern county. so eliminate them. Now we have just left B and C.

Now the situation is similar, "which" refers to the word that is right next to it (most of the time). In letter C, "which" is comparing Monterrey county's (dinosaur remains) with kern county, making no sense. so eliminate C.

B make the right comparison between counties and resolve the modifier problem.
